For the Local Disaster Risk Reduction and Management Offices and the Barangay Disaster Risk Reduction and Management Committees of Region 10

Greetings!

The region was fortunate to have been spared from the effects of a tropical cyclone in 2016.  The region was also spared from the earlier forecast by PAGASA of the “La Niña” event by the end of 2016.  However, we should not let our guard down.  The “abnormal”, it is said, is now the new “normal”.  Thus, the need for constant awareness and preparedness.

Under Section 12. Local Disaster Risk Reduction and Management Office (LDRRMO) of Republic Act No. 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010:

(c) The provincial, city and municipal DRRMOs or BDRRMCs shall perform the following functions with impartiality given the emerging challenges brought by disasters of our times:

(3) Consolidate local disaster risk information which includes natural hazards, vulnerabilities, and climate change risks, and maintain a local risk map;

(9) Identify, assess and manage the hazards vulnerabilities and risks that may occur in their locality;

(10) Disseminate information and raise public awareness about those hazards. vulnerabilities and risks, their nature, effects, early warning signs and counter-measures.

Under Republic Act No. 10821, otherwise known as the Children’s Emergency Relief and Protection Act, that “the Program shall be gender-sensitive and have the following components: Establishment of Evacuation Centers. – LGUs shall establish and identify safe locations as evacuation centers for children and families subject to the limitations found in Section 5 of this Act”.

The following advisory is hereby issued for information and guidance:

Flood Threat Advisory

  • Strengthen/organize the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs)
  • The BDRRMCs are encouraged to contact the Local Disaster Risk Reduction and Management Office (LDRRMO) to plan for any emergency
  • Develop an early warning alarm device/system
  • Develop an early warning system (e.g., signages) (for critical areas only)
  • Observe for rapid increase/decrease in creek/river water levels, possibly accompanied by increased turbidity (soil content)
  • Constant communication and updates with barangay/purok officials on geohazard situation
  • Inter-barangay coordination
  • Restrict/regulate development along river/creek banks and in flood-prone areas
  • Identify safe and suitable evacuation center/s, that is, not in landslide/flood/hazard-prone areas
  • Identify safe and suitable relocation site/s, that is, not in landslide/flood/hazard-prone areas
  • Affected barangay constituents are advised to initiate readiness and emergency measures
  • Everyone should keep informed on the latest weather bulletin

Landslide Threat Advisory

  • Strengthen/organize the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs)
  • The BDRRMCs are encouraged to contact the Local Disaster Risk Reduction and Management Office (LDRRMO) to plan for any emergency
  • Develop an early warning alarm device/system
  • Develop an early warning system (e.g., signages) (for critical areas only)
  • Observe for and/or monitor for presence of mass movement (e.g., landslides, tension cracks). Report situation to the LDRRMO.
  • Observe for saturated ground or seeps and sunken or displaced road surfaces.  Report situation to the LDRRMO.
  • Constant communication and updates with barangay/purok officials on geohazard situation
  • Inter-barangay coordination
  • Restrict/regulate development in landslide-prone areas
  • Identify safe and suitable evacuation center/s, that is, not in landslide-/flood-/hazard-prone areas
  • Identify safe and suitable relocation site/s, that is, not in landslide-/flood-/hazard-prone areas
  • Affected barangay constituents are advised to initiate readiness and emergency measures
  • Everyone should keep informed on the latest weather bulletin
