DOST-PHIVOLCS recently held a training on “Mainstreaming Disaster Risk Reduction into the Local Development Planning Process, Contingency Planning, and Emergency Preparedness through the use of the REDAS Software for the West Mindanao Local Government Units”. The week-long training was held in Cagayan de Oro City from July 22 to 27, 2019.

The participants included mainly Planning Officers and Disaster Risk Reduction and Management Officers from 11 provinces, 8 cities, and 7 municipalities in western Mindanao. MGB-X Chief Geologist Osin A. Sinsuat, Jr. joined the training as resource speaker on the DENR-MGB National Geohazard Mapping and Assessment Program on July 25, 2019.

The month of July is National Disaster Resilience Month in the country by virtue of Executive Order No. 29 issued by President Rodrigo Duterte on June 28, 2017.  Formerly called National Disaster Consciousness Month, the observance was renamed to NDRM to highlight the shift from disaster awareness building to disaster resilience.The 2019 National Disaster Resilience Month was observed with the theme, “Kahandaan sa Sakuna’t Peligro para sa Tunay na Pagbabago”.The 2019 NDRM observance opened with a fun run activity dubbed R4R: Run for Resilience, during the Launching Ceremony on July 1, 2019 at 5:00 a.m. at Kiosko Kagawasan, Cagayan de Oro City.On July 29, 2019, a Disaster Resilience Forum was held at N Hotel, Kauswagan Highway, Cagayan de Oro City.The forum was participated by representatives from regional government agencies and local government units. Participants in the basic users class learning how to generate surfaces from point data.

The Mines and Geosciences Bureau Central Office in cooperation with Paramina Earth Technologies, Inc. conducted a 12-day workshop covering the fundamentals up to the more advance applications of the Geovia Surpac geology and mine planning software. Two representatives per regional office took part in the course and were trained separately in beginner and advanced user parallel sessions.  MGB-X participants included Lea Therese N. Bondad, Supervising Geologist, and Brenz Ryan B. Bautista, Geologist-II.

A hands-on foundation course was covered for the first few days of the basic users class. It is composed of an introduction to the concepts and actions that will allow the user to perform basic functions in the software and involves understanding the Surpac interface as well as the Surpac data types, concepts and file structure. Data management and displaying procedures were also incorporated in the initial lecture. Succeeding lectures encompass the creation and modification of new points, lines, surfaces and solids together with calculating volumes for and validating the created solids. Geology-centric lectures immediately followed the foundation course and consist of software functions necessary for basic resource estimation, which include creation of geological databases, basic block model creation/manipulation and block model reporting. The last lectures deal with advanced geological data analysis through Surpac, resource estimation methods and limited geostatistics. Continue reading »

The Philippine Red Cross Misamis Oriental-Cagayan de Oro Chapter, in line with its “Ridge to Coast, Rain to Tap” project, under the support of the Netherlands Red Cross, conducted a Standard Disaster Risk Reduction and Management Training and Contingency Planning Training of Facilitators from May 20 to June 1, 2019 in Cagayan de Oro City.

Part of the program is to capacitate a pool of volunteers in strengthening their knowledge, skills and attitude towards application of DRR activities in the target communities through trainings.  Chief Geologist Osin A. Sinsuat, Jr. gave a presentation on Geologic Hazards under the mandate of the DENR-Mines and Geosciences Bureau on May 21, 2019.

On April 22, MGB-X Regional Director Rex S. Monsanto and division and section chiefs joined DENR-X officials and other stakeholders at the Opening Ceremony marking the observance of Earth Week 2019, spearheaded by DENR-EMB-X, held at Centrio Mall, Cagayan de Oro City.

On April 25, MGB-X attended the “Laudato Si Symposium”, held at the EMB-X Training Center, Cagayan de Oro City.

Presentations included topics on “Hazardous Waste and its Impact to the Environment”, “Philippine Eagle Conservation and Biodiversity and Importance of Wildlife Protection”, “Migratory Birds”, and “Laudato Si Symposium”.

Following the successive landslide incidents in 2018, first, in Itogon, Benguet on September 15, and then in Naga City, Cebu on September 18, DENR Secretary Roy A. Cimatu on September 20, 2018, ordered the temporary suspension of all mining/quarry operations in the entire country.   The landslide incidents were allegedly attributed to mining/quarrying operations, resulting to lives lost and properties damaged.

On September 21, 2018, Mines and Geosciences Bureau Director, Atty. Wilfredo G. Moncano, directed all MGB Regional Directors to suspend all quarry operations for 15 days, pending the conduct of safety and geohazard assessment of quarry areas including the surrounding communities.

On September 22, 2018, MGB-X Regional Director, Engr. Rex S. Monsanto, issued a Special Order creating a Safety and Geohazard Assessment Team to Conduct Assessment of Communities Near Mining/Quarry Operations.  The Team was composed of personnel of  the Geosciences Division, the Mine Safety, Environment and Social Development Division, the Mine Management Division, the Finance and Administrative Division, embedded MGB personnel in PENRO-Lanao del Norte and PENRO-Misamis Oriental, and from the Provincial Environment and Management Unit-Lanao del Norte.

The SGAT immediately conducted assessment of all mining/quarrying operations for DENR-issued Mining Tenements in the region, specifically, Holcim Resources Development Corp. (HRDC), Republic Cement Mindanao, Inc. (RCMI), Republic Cement Iligan, Inc. (RCII), and MCCI Corporation.

On September 26, 2018, the SGAT submitted its Result of Assessment disclosing significant manifestation of potential geologic hazards in the active quarry area of MCCI Corporation in Barangay Kiwalan, Iligan City.  The geologic hazards were found to pose imminent threat to the adjacent communities due to potential landslide/rockfall.  For this reason, the temporary suspension order issued to MCCI Corporation was not lifted.   Thereafter, MCCI Corporation submitted to MGB-X a Safety and Geohazard Risk Mitigation Plan which includes the following: 1) relocation of the nearby affected communities; 2) submission of a Quarry Development Plan, incorporating Safety and Geohazard Information; and 3) close monitoring of potential geohazards.

On February 27, 2019, MGB-X issued a Notice to Proceed to MCCI Corporation to immediately implement the company’s Risk Mitigation Plan.

On April 15, 2019, the MGB-X Safety and Geohazard Assessment Team submitted a Validation/Verification Report on the status of implementation of the Company’s Risk Mitigation Plan and concluded that the imminent threat brought about by the potential geologic hazards had already been mitigated with the relocation of the communities and the on-going implementation of the quarry rehabilitation, and recommended for the lifting of the Suspension Order.

On April 16, 2019, MGB Director, Atty. Wilfredo G. Moncano, issued a Memorandum entitled, “Clearance to Lift the Suspension of Quarry Operations” of MCCI Corp. under MPSA No. 105-98-XII.

Finally, on April 24, 2019, MGB-X Regional Director, Engr. Rex S. Monsanto, issued the Order formally lifting the Suspension Order.

The occasion was witnessed by officials and representatives of MCCI Corp, RCII, and LGU-Iligan City.

The end of First Quarter 2019 saw several Regional Disaster Risk Reduction and Management Council-related activities actively participated by this Regional Office. On March 25, 2019, the Regional Disaster Risk Reduction and Management Council-X Committee on Disaster Prevention and Mitigation, under the Vice-Chairmanship of the Department of Science and Technology-X, was held at the DOST-X Conference Room, Cagayan de Oro City. “CHEDENG” HAS SLIGHTLY SLOWED DOWN WHILE MAINTAINING ITS STRENGTH.

  • Scattered to at times widespread moderate to heavy rains will prevail over Surigao del Sur, Agusan del Sur, Davao Oriental, Compostela Valley, and Davao del Norte today (18 March) and in most parts of Mindanao tomorrow (19 March). The disaster risk reduction and management offices concerned and residents of these areas, especially those living in areas identified to be at high risk of flooding or landslide, are advised to undertake necessary preparations and continue monitoring for updates.
  • Those with small seacrafts are advised not to venture out over the eastern seaboards of Visayas and Mindanao, as well as the seaboards of areas under Tropical Cyclone Warning Signal (TCWS).
  • This tropical depression may make landfall over the eastern coast of Davao Oriental tomorrow (19 March) morning. Continue reading »
